Capacity Building of Rural Communities for Participatory Development in the District of Matutuíne

The aim of this project was to provide support to contribute to poverty reduction in rural communities in Matutuíne, Maputo Province.

The aim of the project was vulnerable families and to identify places where communities have difficulties in breaking the cycle of poverty.

The project involved a participatory promotion of sustainable rural development initiatives.

Deliverables included:

  1. a) evaluation of the dynamics of an association called Pfukani;
  2. b) assessment of the sustainability of the Pfukani association;
  3. c) coordination with community stakeholders, VIDA team staff and the Development Center;
  4. d) submission of proposals for sustainable options aimed at increasing local production inside and outside production areas and for improving productivity and efficiency;
  5. e) strengthening the capacities of rural communities to create associations and to improve their marketing activities;
  6. f) increased communication between and within rural communities;
  7. g) proposal for decision-making tools and a communication strategy.

These instruments were developed to be used as lobby and advocacy with stakeholders, for dialogues with the government, with contacts from the private sector, as well as in dialogue with other representatives of the community.

The project proposal was later financed by VIDA, and reached around 400 families with direct support, and another 2,000 families were indirectly benefited as they improved their income.

Production of Unrefined Organic Sugar and Sugar Cane in Cabo Delgado Province

Verde Azul developed, in the province of Cabo Delgado, a commercial project, of small size of sugar cane, vertically integrated.

This project was initiated through research studies on varieties of sweet sorghum and sugar cane for a Swedish investor in the area of Bioenergy. The work carried out by Verde Azul involved the following actions:

  • the selection of a suitable location;
  • the development of the feasibility study;
  • the mobilization of personnel and training;
  • application of land, water, environment and other licenses;
  • certification of the area by ECOCERT for the production of sugarcane and sweet sorghum, as well as other seeds;
  • the processing of organic sugar;
  • pre-certification by the RSB (Roundtable on Sustainable Biomaterials);
  • identification of investment partners;
  • funding requests and grant mobilization;
  • presentation of business plans and implementation of the project in coordination with AGRICANE (a South African consulting group specialized in the production of sugarcane and with a long history in Mozambique).

In December 2014, sugarcane seed plantations of various varieties suitable for the location had already been established and the factory was completed so that the first batches of sugar tests could already be produced.

Verde Azul carried out an evaluation of:

(1) the current status of biodiversity and forest conservation in Mozambique;

(2) the actions needed in Mozambique to conserve tropical forests and biological diversity, and;

(3) the extent to which the proposed actions for USAID / Mozambique support respond or could respond to needs.

The assessment was intended to serve as a planning tool for USAID / Mozambique and a step towards integrating environmental issues into its existing programs and proposals (integration).

Verde Azul has committed to provide:

1) logistical assistance;

2) coastal context / knowledge for site visits;

3) Report on the institutional environment in Mozambique, as well as entry to a country profile in four areas:

  • mapping and evaluation of the physical environment, land use and the current state of biodiversity and forest resources and the causes of agriculture- land degradation and actions needed for the future;
  • current assessment of the local economy and prospects for potential growth over the short and medium term;
  • existing and planned legal institutional environment – government, Ministry of Environment, NGOs and donor programs, including a brief assessment of the effectiveness, strengths and weaknesses of existing institutions;
  • activities that contribute to the conservation and sustainable management of natural resources.

The main objective of this project was the assessment of measuring recent practice within the scope of the National Tuberculosis Program (implemented by the Ministry of Health), investigating the exposure of Tuberculosis in pediatric relationships.

Verde Azul provided facilities and equipment for intensive training to employees of the Ministry of Health and supervised the implementation of a revised Monitoring and Evaluation program, more efficient and easier for the user, designed with the objective of reducing the risk of exposure.

In a follow-up of results, Verde Azul was informed that the exposure of children in the hospital to diseases such as tuberculosis had reduced by 10%.

Verde Azul provided a methodology to establish a culture of environmental awareness and sustainability standards at the British High Commission office in Mozambique and for environmental assessments, where its specific consultancy objectives were:

  1. Assess and analyze the following areas of environmental impact:
    a) Paper and other consumables (Sourcing, reuse and recycling);
    b) Energy (Sourcing and utilization);
    c) Transport and composition of fossil fuels;
    d) Water and energy. Waste management (including composting and recycling);
  2. Assess awareness of environmental issues (institution and staff) and the mission’s ability to mitigate environmental impacts. This included a methodology for regular carbon audits of the office and projects financed by the High Commission;
  3. Review the policies and guidelines of the three organizations to ensure that the strategies, policies and recommendations produced by the audits.

The objectives of this project were:

  • improve product quality, competitiveness, diversification of higher value crops and market access for small farmers in Maputo province;
  • helping members of farmers’ associations to identify and invest in common infrastructure, such as irrigation systems;
  • train individual farmers and associations to improve their marketing and production skills, with a view to increasing the volume and profitability of their agricultural operations.

Verde Azul interviewed farmers, held training sessions and implemented a seminar in which solutions and results were discussed.

FAO’s final assessment of this project was that there was a real increase in the income of target farmers.

Verde Azul prepared and launched a tender to hire a consulting company that could implement measures to mitigate social and environmental impacts in two areas of the cemetery in Maputo City.

The services were designed in four phases:

  • First phase: collection of information, characterizations and preliminary assessments;
  • Second phase: preparation of the preliminary project;
  • Third phase: preparing the New Cemetery project;
  • Fourth phase: preparation of the specifications and assistance for the bidding process and evaluation of proposals.

Monitoring, in Connection, with the Zambezi Bridge Project in Caia

The overall objective of the project was to build a bridge over the Zambezi river, between Caia (Sofala province) and Chimuara (Zambezia province).

Verde Azul was responsible for overseeing the social and environmental components of the project, making sure that contractual agreements, national legislation and IFC principles were followed at the project site. The total value of the project was 70 million Euros.

Verde Azul interacted with contractors and supervisors and made them aware of and complied with contractual obligations.

The potential needs for deviations and / or adjustments in the contract were discussed and decided through broader stakeholder involvement and an analysis of best practices.

Verde Azul also listed the impacts and mitigation measures that were recommended in the social and environmental studies and maintained control over the actual impacts and compliance with the bridge’s Environmental Management Plan.

Verde Azul, in addition, provided advice to the Steering Committee for the construction of the bridge, involving routine inspections and follow-up visits on site, as well as the development and implementation of an integrated monitoring matrix to assess the real impact, together with the supervisor and the main contractor.

Verde Azul implemented an Environmental Mitigation Plan for the Alto Ligonha-Alto Molocué Road Project requested by CMC Southern Africa. Developed an emergency response routine in case of accidents, sewage networks, garbage collection, water supply and erosion control of open soil and areas of high slope. Verde Azul held monthly meetings with local communities to monitor complaints (social and environmental) and to provide problem solving – all integrated into the emergency plan. Verde Azul developed and implemented health and safety standards and routines and provided training to all employees in road projects in terms of safety, handling toxic materials and other pollutants.

Review of the Law on Cooperatives in Mozambique (1979) – Phase I

Verde Azul was hired by APAC to coordinate the execution of a study and to propose a new and revised law on cooperatives in Mozambique.

Activities included:

  • hiring international legal advisors, as well as an economic analysis of cooperativism as a vehicle for economic growth;
  • public debate and working meetings with a large number of decision makers (Ministry of Justice, politicians, associations and existing cooperatives).

The final report with the economic analysis constituted the basis for the legal readjustment of the previous 1979 Cooperative Law.
